Hello ....
I would find a map of "old Turkey" with Constantinpole on it and then look on that map (I use pre 1900 maps ) . Alot of the small towns ,villages names have been changed over the years or worse yet... its a ghost town due to mass deaths.(murders) But sometimes thats what has happened . At least thats what I have found . But start with the 1900 map and try to go either forward or backward in time by 10s or 5s years I mean . That way you should be able to find your town . Good Luck

Debbi had good suggestions. I contacted the webmaster of a rootsweb site on Cities of Turkey. He said the city does exist, but that he did not
have any info. He suggested a Googlesearch for Neda, Turkey. I tried that an found several persons named Neda Turkey and some businesses
with NEDA abbreb. I ran out of time, so I didn't get to finish. The fact
people were using Neda Turkey as their names, probably means it is a place name for individuals....and that it existed or does exist.

Thanks to both Debbi and Jack for your suggestions. I have spent some time with google looking for Neda, but have had no appropriate results yet. I like the map idea but have not found a good source of old maps on the internet yet. I will save that idea for my next trip to a good library and will pursue it there.
